Why Meta Funds ASAA
The App Store Accountability Act requires app stores (Apple, Google) to verify user ages before downloads. It does not require social media platforms to verify ages within their own apps. If ASAA becomes national law:
- Apple and Google bear the compliance cost of age verification infrastructure
- Meta’s apps (Facebook, Instagram, WhatsApp, Threads) face no direct age-check mandate
- Parents’ regulatory complaints shift from “Meta let my child access harmful content” to “Apple/Google failed to verify my child’s age”
- Meta can claim it supports child safety while its competitors absorb the regulatory burden
Why Use Dark Money
Meta’s direct lobbying is publicly disclosed and widely criticized. By funding DCA through opaque channels:
- ASAA appears to have grassroots conservative support rather than Big Tech backing
- The conservative coalition (Heritage Foundation, Moms for Liberty, NCOSE) provides bipartisan credibility

Why the Eichberg Connection Matters
Adam Eichberg’s dual role is not necessarily illegal, but it creates a structural conflict of interest:
- As Headwaters co-founder, he lobbies on behalf of Meta in Colorado
- As NVF Board Chair, he governs an organization that transfers $121M+ annually to a 501(c)(4) with complete donor opacity
- The same person who receives Meta’s lobbying payments oversees the governance of the nation’s largest dark money pass-through entity
- Whether this overlap is coincidental or instrumental is the central unresolved question
